Snyder vs People of Detroit


This week Rick Snyder put a consent agreement in front of Detroit Mayor Dave Bing that amounts to a worst-case scenario, Catch-22. It happened under the guise of helping Detroit out of its financial crisis. If Mayor Bing signs the agreement the following clause will take effect:
5.3 Duty to Bargain. Consistent with Section 14a(10) of Public Act 4, it is the Treasurer's determination that the duty of the City to bargain pursuant to Section 15 of Public Act 336 of 1947, the Public Employment Relations Act, shall cease beginning 30 days after the effective date of this Agreement.
The above clause and the mayor's signature amounts to the end of collective bargaining for Detroit's public workers. If Mayor Bing does not sign this agreement, an Emergency Manager will be assigned to Detroit, and most likely the same result will ensue. Other implications of this consent agreement include provisions that are clearly aimed at circumventing any affect a repeal of PA4 will have.
Michigan will not and cannot stand for this and we maintain that the only way to win this fight is to remove the instigator.
